Oil heaters do not have a pilot, thay have electrodes , the electrons are hock up to a large transformer ,also the electrodes are held with porcelain , and it is common for the porcelain to have a crack , and as a result short out ......OK....... There is no standing pilot on an oil fired heater. You aren't getting any oil to the combustion chamber. If you were...you would have known it when you put the match in there. You probably have a clogged nozzle or filter.
